I honestly have no idea. Perhaps pick the country where you live/country of origin? That's always a good choice. If not, you sound like a really level-headed kind of person, so I would say... perhaps China. Or Hungary. Maybe even Greece. Or Canada? You seem to know lots about Canada already. Anyway. And zombies have no coherence. They will trudge through the deepest of deserts and the highest of mountains until they find fresh meat. Considering that the entire continent, approximately 350 000 000 in 2012, who knows how many in 2150, is out prowling the streets, there is definitely only rare corners that have been left untouched. Especially since the ones that were least informed were the most vulnerable to being infected by secondary infection, and probably not many people would bother mass-alerting the native reserves spotting the map here and there. Primary infection, Sigma radiation, destroys brain cells, remember, so this means that healthier brains would have been less vulnerable, and it is common knowledge that natives have a horrible health system and are very prone to mental illness.
In any case, my point still stands. I can see what you're trying to say, but I still don't feel that it's appropriate in this context. What ifs are great to be considered, but they have to be realistic. Everybody knows that not much is being done for the natives right now, and by the time something is perhaps done, it will definitely be too late.
And besides, in all logic, Native America was killed the moment the last pebble on his/her land was claimed by the Europeans. It was his/her legacy that lived on within his/her children (America and Canada), not him/her him/herself. I find Native America to be an interesting character, but way too vague for a specific context like this. I'm sorry :C
