Not always...it just depends on the type of people that join a site. I've been a member of two places that got a Denmark pretty quickly...and they also had a Norway (they don't still, but they used to when they were more active) so it can happen <3
Posting in the ad on the Hetalia LJ community that players would especially like a Denmark always helps too XD
